Civil Defense is a vital part of our entire Nations defense effort in these times of international tension. It must proceed hand-in-hand with our development of a strong military defense. Just as long as it is necessary to establish a strong military defense, it will be obligatory to maintain a strong Civil Defense organization. (from Annual Report Oct 1951-Dec 1952)
