DESCRIPTION: The act was passed by Congress in 1965 to stimulate school districts that had high concentrations of low income students and to provide better educational opportunities to them.

The handbooks were created by the department to be used as a guide to Utah school districts in interpreting the act and in performing the correct procedures for applying for assistance. The evaluation reports explain the educational achievements of students who participated in Title I programs and also provide information for planning next year's activities.
